The Springfield City Council has declared that any adjustments of fines or forgiveness of debt must be approved by the city’s alderpeople whenever the amount exceeds $15,000.

The measure is in response to controversy during this year’s election over the city’s forgiveness of debts; critics complained that there was not enough oversight in the process.

The City Council also agreed to hire an outside law firm to handle labor matters for the city at rates ranging from $195 to $365 per hour.
