The City of Springfield is making another attempt to put a halt to people asking money from drivers at busy intersections.

An earlier ordinance to regulate such solicitations was shelved because of concerns that it might violate First Amendment rights. The revised ordinance, which was introduced Tuesday night, removes references to solicitation for money, and instead tackles the issue from a safety perspective… making it illegal to approach an occupied vehicle that is moving or stopped in a roadway.

The only exceptions would be in case of an emergency, or to enter public transportation or get into a private car or ride-sharing vehicle. Violations of the ordinance would carry a $50 fine. The City Council will debate the measure later this month.
