The director of the Illinois Department of Children and Family Services has once again been held in contempt of court over the agency’s failure to place children in an appropriate setting.

It’s the fourth time in six weeks that a judge in Chicago has issued a contempt citation and levied fines against DCFS director Marc Smith.

The latest case involves a 16-year-old girl who was kept in a psychiatric hospital for nearly two months after she was cleared for release… and was then shuttled to more than two dozen different shelters and foster homes over a period of weeks. DCFS says it is hampered by a lack of available bed space and community-based resources for troubled youth.
